Background

Economic Pillar: CPEC

Security Risk: BLA Attacks on Chinese Nationals & CPEC
- Baloch Liberation Army (BLA) has escalated attacks on Chinese nationals/CPEC infrastructure since 2018 — Dasu bus bombing (2021, 9 Chinese engineers killed), Confucius Institute Karachi attack (2022), Karachi convoy attack (Oct 2024, 2 Chinese killed), Gwadar/Quetta "Operation Herof 2.0" bombings (early 2026)
- January 2026 alone: BLA attacks claimed 31 civilian lives
- Chinese commentary increasingly blunt: relations "not one-sided or endlessly tolerant" — Beijing pressing Islamabad for better protection of Chinese nationals, not just symbolic gestures
